气候变化与国际金融:一个文献综述

Climate Change and International Finance: A Literature Review

摘要

作为一个迅速兴起而尚未得到足够重视的研究领域,气候变化与国际金融正处于研究成果涌现和理论体系构建的关键阶段。气候变化涉及的国际金融问题分为狭义与广义两个层次,本综述以狭义的国际金融问题为主,旨在梳理分析气候变化与国际金融的关联性和研究框架。本文从与气候变化相关的国际收支、汇率、跨境金融关系、全球金融治理问题等四个方面对相关文献进行了归纳总结,并展望了未来的研究趋势。

Abstract

The global attribute of climate change decides a close relationship between climate change and international finance. “Climate change and international finance” as a new domain , which is not made much focus on yet, has come up as a rapidly developing research field and is in its crucial stage of research findings booming and theoretical architecture construction. Climate change involved international financial issues could be divided into two categories in narrow sense and broad sense. This review mainly studies from a narrow sense perspective and summarizes 90 papers from four aspects: climate change and international balance of payments, climate change and exchange rate, climate change and cross-border financial relationship, and climate change and global financial governance.
Conclusion observed and made by this work includes: as for international balance of payments, cross border commodity flows reflected by current account is more apt to be affected by physical risks of climate change, while cross border capital flows reflected by financial account is more apt to be affected by transformation risks of climate policy; as for exchange rate, climate change brings new challenges for exchange rate decision theory and exchange rate policy; as for cross border financial relationship, traditional cross border financial channels function on links between countries, while climate change promotes formation of new interaction mechanisms such as cross border climate financing and climate involved cross border transmission of financial risks; as for global financial governance, shocks brought by climate change are brand new impetus for global financial governance reform, and the important reforming directions include international finance governing cooperation, international finance policy coordination , and international monetary system reform.
Through discussing climate change and international finance relevance, this work presents important issues and research directions brought by this new field, looks into its future development tendencies, establishes a theoretical system and research framework of this new domain, and provides comparatively adequate literature preparation for subsequent research work.
